Japanese Alternate Champion Voice/Language

A buddy of mine recently showed me a reveal of the new Japan server and the video had some of the new voices for certain champions. If I remember correctly the narrator said something in the way of certain champions (Japanese) dialogue would be available for download in game or purchase like the chroma packs but as voice packs. I'm curious if anyone has more news or if anything more has been revealed on this matter, or if I'm entirely wrong.
