Where in the lore did you read that? Viktor was a scientist at the College of Techmaturgy. His research was used to give blitzcrank sentience, and to revive urgot. Stanwick Pididly took credit for it, and Viktor dropped out and locked himself away to further his work in secret. He augmented his body with mechanical parts and became obsessed with the glorious evoltuion, which was basically removing human weakness and replacing flesh with hextech augmentations.
