Who is the author of the login screen arts? Can I find his name or site with his creations, I want to learn to draw in the same artstyle that he did use. Thank you in advance.

The Elementalist Lux one? The illustration itself was done by Riot Artist Su-Ke.

However, I'm not sure who's the Motion Graphics guy/gal who animated it. :P

One of the main Graphics Motion Designer (aka Login animator) is Anthony 'PastaBomb' Possobon.

In terms of the specific art of the login screens, you can find some of the artists referenced on the wiki, just scroll down on the linked page I posted here and you will find 50 or so artist for various artistic sectors for the game (concept art, splash art, promo art)
