First encounter interactions
Would it not be possible to make all champions that have a quote that triggers on taunting a champion trigger upon encountering them?

That has to happen !
With newer champions I think that's possible.
If we're talking about older ones, though, getting the original VAs back to do that work, when even Riot doesn't know who some of them are, seems a little too costly in both funds and time to be feasible.
