A) if they bring it back, it'll be Lunar Revel next year (around February I think? Chinese New Year). B) Skins don't cost IP, they cost RP and this one was a 1350 RP skin. I know because I currently have it sitting in my Hextech Crafting (I don't own Caitlyn but she's who I'm gonna buy probably next), and it's listed as an Epic skin and Epic skins are 1350.
