My thoughts are Gragas, Bard, and Fiddlesticks. Their strength seems limited according to their appearance. Gragas only has a bulk build, limited strength, and logically only one barrel keg that would eventually break during some point in a battle. As for Bard, his instrument doesn't seem too amusing as it would only fire small bolts of energy. As for Fiddlesticks.. A murder of random crows. Thoughts?
In terms of raw magical power then folks like Xerath (when he's out of his sarcophagus), Bard and Kindred are pretty much the strongest.
In terms of raw physical power Malphite comes out on top because he has all the physical prowess of a sodding mountain. I don't care how many champions have done earth shattering feats, Malphite could do all of this with substantially less effort, and then some.
The weakest in terms of magical power are the champions who have no magic on them in any way, so basically the more average humans. Even yordles rank higher than the average human in this example because as we've recently learned, all yordles have magic, as it is innate for them. Humans are very rarely born with innate magic and have to learn it.
In terms of physical weakness Corki, Heimerdinger, Annie, Amumu, Zilean and Twitch would be in this area, because they're either sunstantially older than other champions and that age works against them biologically, are too young and thus can't physically defend themselves well, or have the physical capabilities of a ridiculously large but still smaller than the average human rat. I'm sorry Twitch but seriously, you wouldn't win in a fight with...anyone else in the League roster in a test of strength. I mean that's why Twitch's playstyle and way of life revolves around being an ambush predator.
Bard is one of the most powerull characters of League of Legends in terms of magic.

You seem to be using game-play aspects not lore ones, for example the word "crow" is not used any where in fid's lore.

I would like to think Veigar is one of the strongest mages around, Why? Well hes powers are that of space and cosmic stuff, like Bard, but with a twist, its more dark and well dark matter I guess, if his powers are more space like (Just look at his W and E, heck his spells are named after things found in space.) yes I'm going in to game-play here but think about it, what if he can even create a black-hole? That sounds pretty scary, even in lore he seems to be known as "a dangerous and powerful wizard", so who's so say he doesn't have his own tricks up his sleeves?
Karma seems pretty powerful, if im remembering her lore correctly she took on entire noxian fleet single handily.

Kindred is not as powerful since, while they cannot die, they cannot manipulate the world through any other means other than death. They just send dying people to the afterlife. That's powerful, but it isn't going to change much.

Aurelion Sol, Bard, Kindred, and every other celestial beings/gods in the League universe. Na, let's just say that all living organisms on Runeterra tat is equal to or larger than the size of Teemo was in front of Yasuo, about to smash him with all their ultimates at once. Yasuo charges up his Q tornado, accidently killing Caitlyn and Lulu due to his 870 crit damage Q. Yasuo misses his Steal Tempest and places his Wind Wall behinds himself, but because of op hitbox mechanics, the Wind Wall blocked all ranged attacks that were coming towards Yasuo and the tornado knocked all the organisms in the air, allowing Yasuo to cast Last Breath and got a centuple kill, 100+ kills at once.I alone decide my fate.
He's just a yordle in a poorly made mech suit. It has plungers for feet for God's sake. He can hardly stay in the damn thing with it shaking so much.
Strongest champions I'd say are Kindred and Azir, since one is a god, the other an ascended being (which is basically a demi-god) who controls an entire empire of magical sand soldiers.
As for the weakest champion, it's probably Teemo. In a world of gods, and heavily armored opponents, he's a midget with a blowgun. No magical powers at all, he's just a scout who relies on poison and traps rather than his own raw power.
Lorewise I believe 
is imbued with divine power, the energy of gods. That she focuses such power on healing is a choice, not a limitation. Besides, "power" does not mean "destructive". Soraka can heal life-threatening wounds instantaneously, to do something like that and allow the injured to walk and fight again instantly without any need for recuperation or recovery would require massive amounts of energy to regrow and repair the body in a sustainable way that isn't just a temporary fix. Just because she isn't blowing up mountains doesn't mean Soraka isn't channeling massive amounts of energy to do what she does.
The weakest lore-wise, if we're excluding the easy answer of non-magical humans, is probably 
. He has nothing special going for him except being large and strong. Lots of other champions, 
for example, are large and strong like Warwick but also command magical or elemental power to augment their physical might.
