Why is her right eye purple and her left eye is blue ?

Well she is the aspect of twilight and twlilight is very often seen as a mix of darkness and light(or the day and the night),so she has 2 eye colors,with one eye representing light/day and the other night/darkness.
Heterochromia
Because they decided to draw her that way
It's Heterochromia, it's a rare, but natural discoloration of the same eye color.
Because diversity? I can't remember any champion have it except Rengar and It is not even heterochromia technically.
It looks cool, we haven't had it. Not much to say.

Probably what GreenLore said, but I would add that another reason they are different colors is because of her playfulness and silliness.
I am guessing the designers were underpaid and working overtime so they decided to do some trolling in return.
