So. We know that Ekko is a champion. There is an in-depth video about someone Ekko fought in the streets of Zaun. Also, not to mention the charming murderer man in the hat who is from Piltover. 
Riot's already said that the super-soldier Ekko fights in Seconds is not Urgot. How people still confuse a visibly bipedal soldier for a quadrupedal machine is beyond me. I guess people just see the mask and completely black out everything else because they want to think it's Urgot?
They were fighting in Zaun, not Piltover.
Urgot is from Noxus, not Zaun.
Urgot was brought back to life using a combination of necromancy and techmaturgy. Apparently augmenting your body with technology is not that uncommon in Zaun.
That's not Urgot. The mask is similar, but it makes sense. Urgot's designer was Stanwick Pididly, who is a famous Zaunite scientist and features in a couple stories in the League universe (Viktor's backstory, creator of Blitzcrank, attempted to revive Urf). So that facemask is probably just some sort of bio-tech enhancement he developed (Or maybe Viktor did, because as Viktor's lore establishes, Stanwick steals a ton of his ideas), and a lot of people use it.
