Siayaka1 votesi didnt put those in because its not something hard to find. the loft has great black leggings that are nice and thick for winter. they also have them in leather as well.
Janne Dulk1 votesYes. For some reason, the artist drew her wearing blue tights in the splash art but if you look at her ingame model, you will see that her gloves and leggings (which are not as tight as they would have been if they were made of nylon) are made of the same black and shiny material:

I think leather is more suitable for a cold winter weather anyways.

How could her leggings be any tighter on the model? They're literally color/textures painted on her body.
But if you were going to cosplay it, you could go either way, and they certainly have "leather look" leggings that would facilitate it if you went that route.
That aside I see chicks wear them all the time.
Siayaka1 votesboth could work. since they don't really make her clothes nothing is going to be exactly the same. like how the dress and cap are darker blue than how 
has them. I personally like the leather idea to match the gloves, but since i already have black leggings I would probably just use those. I found other options that would more closely match especially when it came to the jacket. but i wanted it to be affordable. That way anyone can buy these items, dress like and still be able to use them with other things in everyday use.[slayer-jinx-wink]
