I like to imagine that Braum is one of the original Iceborn and initially supported Lissandra's efforts to ensure Freljord's security. He was her friend and confidant, offering his strength to protect the then united Freljord. However, as time passed, the Watcher's agenda became clear; they were only interested in controlling the Iceborn to expand their own dominance. Braum tried to convince Lissandra that despite the power and protection granted to Freljordians, they had been reduced to little more than slaves, tools that would be abused and discarded.
Lissandra understood this on some level, but truly believed the benefits offered by the Watcher's outweighed their cost. She did not want to believe her efforts as The Seeker had been wasted, and remained faithful to her original goal and masters. When Avarosa and Serylda began their uprising, Braum knew their rebellion was for the greater good of the people, not the kingdom, and joined them in overthrowing the Watchers.
When the War of the Three Sisters began, and Freljord fell into civil war, Braum left, unwilling to spill the blood of his kin. Move forward to the present day and Lissandra is becoming more overt in her activities, drawing closer to the Watcher's long-awaited release. Hence, the sudden appearance of Braum; he has no intention of participating in the war currently tearing the Freljord apart, but has every intention of preventing Lissandra from realizing her goal.
If he cannot turn Lissandra away from the path she has chosen, he will stop her from causing any more harm.
It is not so much a romantic relationship they share, but a profound friendship. They understood one another, they wanted the best for Freljord and its people, but did not agree on the method of doing so.
