Remeber the baddie from Chronobreak?

In Chronobreak, Ekko runs into a man with an ornate gun who had recently killed his friend. My initial thought upon seeing the Mind of the Virtuoso was that this an may be the one featured in the video. The guns look similar. Gypsylord, who is speculated to have designed the new champ, designed Ekko. Idk, just a thought. I realized the man in the video is masked, so its hard to tell.
