Why isn't Lil Devil Teemo for sale?

So before you start telling me "oh hoho its a ded skin" hear me out. So I want to buy Lil Devil Teemo because I was caught up in a bunch of stuff while it was for sale, and so when I saw this quote on the "Snowdown crafting is here" page I got excited. "If you’re only interested in a specific Retired Legacy skin, they’ll all be available for purchase in the store during the duration of Snowdown!" So I had head on over to the shop to find out that its not for sale? Are Harrowing skins different than retired skins? Or is it too early for it to be one, even though you cannot buy it anymore? EDIT: Okay thanks everyone it was just me being dumb.

I think its because its technically not a "retired" skin but just a legacy skin that can only be bought seasonal (Halloween). Same reason you cant buy Christmas skins because they only release it during December. But I cant answer why they would only bring out some of the retired skins though.

There are two kinds of legacy skins: One kind is basic skins that were vaulted because they're not up to current standards, like Magnificent Twisted Fate and Red Baron Corki.

The other kinds of legacy skins are event legacies, that are tied to events or holidays. These come out of the vault during the event they're tied to. For example, Championship Riven and Championship Thresh go on sale during Worlds. Little Devil Teemo is a Halloween/Harrowing skin, and he will come out of the vault during that event.

However, shards of all skins including legacy skins (but excluding a small number of "limited" skins like Black Alistar), are available from Hextech Crafting, and you can also get legacy skins from Mystery skins. So, if you don't want to wait until October, you can gamble for the skin you want.

Retired skins are the ones that are basically put into "the skin vault",which pretty much contains a bunch of skins that were considered outdated by riot and thus removed from the store,only returning when riot opens the vault or in special sales.

Harrowing skins and other holiday-skins are different though,they aren't removed from the shop because they are outdated,they are removed from the shop because they are supposed to be "holiday-only" skins,so these skins never "retire" in th first place.
