The arclight skins depict the champs with light powers and Vel'koz is actually the being that grants the people those light powers. If you look at the picture you see that there is a whole row of people waiting to be analyzed by him,hoping to be granted light powers by vel'koz.
Though arclight varus was originally said to be his pre-corruption design,but i dunno if this is still considered canon.
It's a generic guy getting mowed down by a champion in a splash art.
