Process of skin release? Pick diversity

I don't regularly go on threads, but this is something that I've always wondered while playing league. What is the process of skin releases according to champs? There are champs with about 6 or more skins while there are champs with two. Some champs do not receive a skin for years while others get some decently often. Don't you think making skins for champs that rarely get them, will help increase pick diversity especially among newer players? Like urgot, I think if urgot looked better as a champ, people would be more willing to learn to play as him. Older champs likePoppy Kennen Evelynn Urgot Tristana definitely don't receive skins often at all . Do you think the community could eventually vote on a champ that hasn't received love within a certain amount of time? Wouldn't it be creative to make skins for champs are neglected in the process? If i'm missing the obvious pls tell me.

Mostly, it's who has the most potential. Many of those champions just don't fit any skin themes, and get "shunned" because of it. Poppy also is not getting skins because her rework is coming, and they don't do skins for reworked champions.

Riot typically tries to give skins to champs that don't have many, but certain champions can get priority because of a few things.

  1. Fitting a theme. Vi and Caitlyn were easy fits for Officer, they're cops in the Lore.
  2. How easy they are to make skins for. The models for champions like Garen or Yi are far easier to work with than, say, Rumble's constantly moving and jiggling mech, or Zac's goopy, fluid form.
  3. Popularity. You're going to sell way more skins for champs people are playing. Why does Jinx have more skins than some champs years older than her? She's popular.
  4. Upcoming Reworks. If a champion is going to change a lot right after the skin is released, and you have to redo particles and everything, why bother? That's why Yorick, for example, is so often left out.

Depends on what they're going for. For example, let's say they want the zombie slayer theme. They could go for Evelyn but there would be little they could do for it, whereas there'd a lot of potential for a Slayer Jinx skin.
