Does anyone know how you can get this skin and when it is likely to be in sale?

Try setting your house on fire and maybe she'll come
You can get it through skin shards dropped from boxes or whenever they open the skin vault to bring back some old skins(this happens usually around christmas,but they might open it another time as well)
they brought back all of Tristana's Legacy skins for a short amount of time when she got her splashes updated
other than that you can only get it through Hextech Crafting or getting it through Mystery Gifting and also during special events

Sometimes the do vault releases, normally when they retire some old ones.
