How strong is Ryze's magic?

I saw Ryze's cinematic yesterday and decided to read a bit of explanations on the new map. It says he is hiding world runes "deep beneath the ancient petricite groves". Petricite is, according to the same map, a magic-nullifying substance. Galio is made from it (or it's part of him, not sure now) and even in his story it's said that

Exhausted from days without rest, the refugees hid among the shadows of an ancient, petrified forest. The sorcerers that pursued them suddenly found their magic to be ineffective in the strange woods.

Yet somehow Ryze is able to teleport himself right in the middle of petricite forest, how? He is also carrying a world rune, source of Runeterra's magic, in the middle of Demacia, shouldn't it awake Galio even when he is miles away?

Ryze is like the most powerfull mage on Runeterra, he is Xerath-tier. The exposure to the magic of the World Runes modified his appearence, as well as indirectly buffing his magic. We know this from several of his quotes and also from the "An old friend" story which says that Ryze would have been freezing if not for the magic energy flowing through his body Also he one shoted a high-tier Voidborn in his cinematic after playing serios.

If the petrcite forest is dampening the magic then i imagine the energy waves that he and the World Runes give off are being dampened and absorbed by the petricite forest before it can reach Galio, basically its one BIG sound damping room (like The quietest place on earth, an anechoic chamber) for magic, so no one outside the forest or perhaps even out of line of sight would sense the magic presence or use of magic. Which makes that location the BEST for hiding World Runes
