You know, Gangplank was incredibly successful in his lifetime, plundering loot from across the world, and at the height of his power he's lost it all. Sounds rather... fishy TahmKench .

Also, never forget the age-old adage of fiction: if they never found a body, it means they aren't dead.

I highly doubt that he's dead. For years he has proven to be a really hard-to-kill Gangster Boss... Would be a shame, because then there would be nbo sense to keep him in the game...

If he has survived, his political power has been shaken and Bilgewater has turned into a hellhole even worse than Noxus with uncountable fractions fighting for power yet again. He's still a significant power, but no longer the absolute ruler I guess...
