Splintering Garen

Browsing the champions today on the official LoL website, I stumbled onto this: Scroll down to Garen's face.

(in case it disappears, Garen's portrait is splintering, and it looks like hextech crafting shards or something similar. When I clicked on Garen, it takes me to his normal page, but it has an image and an audio clip that's roughly 8 seconds long).

I'm not on the PBE, so I may be a little behind the times...is there some skin or event coming up that has Garen as one of the main players?

What are these black magics? I must know!
