Honestly, they should just accept Fan Art if it's good enough and supported by the community. I mean, Riot's artists are great, but they can't update everything, so at least let some of the community have a chance to step in.

Rito should hire that guy, he also did a pretty good Dark Crystal Ryze splash art.
I don't think they can actually replace splashes with fan-made versions because it gets quite complicated legally, but the fan-made one does seem infinitely better. It would probably be better if rito stopped pumping out new skins for a little while to fix up some of the older ones.
