Swain's VO

I know that the new reworked Swain's VO video isn't out yet, but after listening to his champion teaser over and over, I wanted to ask an important question.

Is the new Swain voiced by Earl Boen? He has voiced King Terenas and the Race Intros from World of Warcraft. There's no other comparisons I can make other than this dude here. Unless I'm proven wrong, I can only determine that it's Earl Boen voicing the new Swain, which fits him perfectly. It's a nice blend of Tywin Lannister and Judge Claude Frollo, which gives him quite an intimidating voice.
