I noticed from previous seasons that under the end of season rewards the victorious skin was listed at the bottom, as of now its not on the list of rewards for end of season, will it be added later or are things being changed for the end of this season?

It has been confirmed (by Pwyff or FeralPony on Reddit) that we are indeed getting a Victorious skin this year and that it'll probably be announced/revealed within a month.
