Honestly it wouldn't surprise me if Zilean was somewhere among the Tier2 - VGU candidates.

His kit hasn't really aged that well,his design is outdated,his VO is bland and short and his lore is pretty much noncanon by now(as his new short lore says that he is an icathian mage,wheras his full bio says that he is from urtistan),its honestly a miracle that he isn't already among the tier 1 candidates.

No, he hasn't been confirmed for any reworks, and VO's come with VGU's. Sorry.

With all these Shurima and Void lore updates, Icathia has gotten mentioned and will probably get a full lore overhaul soon. I'd expect they'd update both Zilean and Jax at around the same time, and maybe even give us a new Icathian champion or two.
