I know this is a dumb question,but do you need a art degree to become a concept artist at Riot?

It probably wouldn't hurt, but your portfolio likely matters a lot more than a degree.
Nah fam the only thing that matters is that you oversize the breasts/buttocks when it's a female champion you're drawing.
