They are temporary, as they are not new splashes. They are taken from the chinese client and placed into all regions now. Riot will be updating them with brand new splashes later on as they go down the list of champions that have had reworks and such.
The only thing that's a train wreck is your sour attitude and demeaning opinion.
Honestly? You don't like how an artist draws so you bash a whole community? (Deviantart.) That's pretty disrespectful. Also, they weren't meant to be NEW splashes, they're localizing already existing splash arts.

Why do people get so bent over splash art? You see it for what, a couple minutes when the game is starting? Not like they fucked with the in-game model.
