An issue with Cho's visuals @Riot help please

During a game a month or two back. I was playing as a lv 16 with Iron Elixir. We had a Lulu and a Morgana on our team. We immediately decided before the next team fight that Lulu would ult and Morg would shield to create the maximum Cho. When Lulu ulted, Cho did not grow any bigger. I assume that I reached his current maximum size with the Iron Elixir. I am disappointed that Cho's size is limited before he gets his chance to reach his final form.
