That shouldn't be right. Ekko's parents are alive and dead tired.
I think it is likely that someone on the wiki-page simply messed up and put the quote to the wrong champion.
when does it say it? i really want some more info on ekko since his lore is so minimal
She might be talking to Vi who, btw, lost her memory of everyone she knew.

Only one person is uploading all the champion quotes, so you may forgive him if he doesnt get something right from time to time, even during the "WIP" period of a champions page creation.
So yeah,the wiki corrected the mistake,the quote is indeed a taunt for Vi,not Ekko http://leagueoflegends.wikia.com/wiki/Camille
