Looking at the splash art, and then looking in game, the skin really doesn't have the details (Gold Gloves, The metal bits on the chest, the shiny things on the wrist are not shiny and don't have the stone, shoulder plates are COMPLETELY different, leg armor is nonexistent, cloak is red, not brown)

I really like this skin, but it needs a little bit of TLC.

Garen is on the list for splash update tho

It's true that unless the character's overall model receives an update, older skins are typically left in the dust. Both MF and Annie are good examples of this I think. Two champions with some skins that ate dust until their model update. Some still aren't super great, but they aren't a big eye sore anymore.
