I posted this thread in the eune boards but I want to get a response from a Rioter, as the comments I received were uncertain/conflicting.

Last year they gave out the skin to all who predicted the results of the championship perfectly. Its likely that they'll do that every year now.

the only way to get it is to buy an account with the skin on it. and most players who have it are near diamond level. so you'll pay a hefty price, and if they catch you buying the account you get it perma'd. also the skin has bugs that doesnt allow you to animation cancel so its no bueno.
