You need to unlock Annie with gemstones. And the only reliable way to get a gemstone is in that $30 bundle. So you need to drop about $300 for a skin that doesn't even have a VO.

This is COMPLETELY ANECDOTAL, but I have gotten 3 gemstones from augment chests so far, so I think maybe the drop rate is increased on them, seeing as up until this point I was 99% sure that gemstones were a hoax meant to ensure my eternal suffering.

If your lucky you can get it as a skin shard. Man I want that skin so bad have all her skin but that one. At least it obtainable in a way, unlike black alistar can't complete the set. The collector in me is so triggered.

I got spirit guard udyr out of a chest after buying spirit guard udyr. Sucks. It's basically just orange essence for me since i can't trade shards with friends.
