What do I have to do to get Triumphant or Young Ryze? I just spent $30 trying to get one of them in the legacy chest but absolutely no luck, instead I got the same skins I can get in a regular store or the skins I already own. This is literally the only thing I want for Christmas.
Those two aren't Legacy skins:
Young Ryze was only ever available through purchasing the League of Legends Retail Collector's Edition (and will likely never be again- at least for now). You can read more about it in this very link.
Triumphant Ryze is a skin that can only be received by winning a Riot-approved tournament. I think that might have changed since and you can't get it by winning just any Riot-approved tournament, but rather really high level ones. Don't hold me on that though. Anyways, that one is not purchasable either. :P

You might want to take a look at the Guide to Legacy and Limited Skins and read which skins are considered Legacy and which aren't.
Young Ryze and Triumphant Ryze are both exclusive skins, so you cannot get either of them out of a mystery skin or hextech chest. Young Ryze was available through the Retail Collector’s Edition Pre-order, and Triumphant Ryze is available through winning an official tournament. Don't know much detail about how the tournaments work though.

Triumphant or Young Ryze are not available in the store in any form (buying, hextech, mystery, ect).
They are both limited skins. Triumphant can only be obtained through winning a Riot sponsored Tournament, and Young Ryze hasn't been available since release as you had to pre-order a retail copy of the game.
