Where are the new Project Skins at?

It's been awhile since patch 6.15 has been out and all we get is that the skins will be out "soon". Does anybody have a release date or a speculation on what the approximate day and time the skins will be released. [zombie-nunu-tears]

90% of the time skins are released on either Tuesday or Thursday and never on patch day.

Since it didn't come out this past Thursday (sniff) then Tuesday will most likely be the day.
