Dr. Xavier Rath and Dr. Aregor Priggs (in Relation to Bilgewater)
So the story with Twisted Fate and Malcolm Graves is that the two were as thick as thieves, and they gambled and took over the streets together. They raised a small fortune and then, Graves cheated Dr. Aregor Priggs out of his money.
He orchestrated the event where TF gets to control magic in exchange for Graves. TF accepted, and Priggs tortured Graves for years. (Side Note, Graves' gun is called Destiny. That's also what TF calls his teleport)
So TF gets his magic from Dr. Xavier Rath, who was working with Dr. Priggs. (Side Note, Common theory was that that was Xerath. But then we found out about the Shurima stuff)
So what I'm thinking is that Priggs and Rath could be at it again, trying to get TF back and figure out his magic. He may have been hired by Miss Fortune (that's a stretch), and Priggs/Rath could be telling Graves that TF would show up in order to catch TF.
In Twisted Fate's lore, "To this day, Twisted Fate has avoided his inevitable reunion with Dr. Rath. The Card Master knows, however, that a confrontation is coming." So this may be the time when he meets Dr. Rath.
"It's my lucky day"
; we have a history for the character now, but nothing about what he's doing in modern Runeterra. He could easily still be experimenting with magic, and gods know that even if they back out of it, Riot was intending to go in that direction when they used that name.
