why are old skins neglected?

Quick introduction- I've been playing league on and off since season 1 on different servers and different accounts, and I've seen the game (at the very least- visually) progress into a much more polished version of itself in a very short amount of time.
Unfotunately, while Riot continues on making new skins and updating characters, they also tend to neglect older skins and artwork and don't pay much attention to them. One obvious example is how Pentakill Yorick's dance was given a pentakill soundtrack sample, while the original guitar-playing dance was mordekaiser's, and even though it would be extremely easy to add the same sample to mordekaiser's taunt, riot for whatever reason refuse to do so, even though there have been posts asking them to do so for ages now. what reason did they have for giving Yorick this cool riff and spare mordekaiser and the rest of the pentakill skins (excluding karthus)? my guess is that they wanted to increase sales on the yorick skins and to add some reasons to playing him after the rework. is it okay for them to do so? sure. brilliant business plan no matter how you look at it. Riot can do whatever they want with their game, and we'd still suck it up and play it, like it's this unhealthy addiction we struggle to overcome. But my question is- why not give love to all the forgotten skins? maybe give an artwork team a month to revamp all of the 975 rp skins so they'd fit into today's standarts. For example- give old legendary skins worthy recalls, animations and interactions, unlike some skins like brolaf that are in honesty probably worth as much as a 750 rp april fools skin.
bottom line- give older skins some love. (or at least give pentakill mordekaiser a riff for his dance)
