Seriously this skin is awesome, Riot throw some money to the guy that made this skin to get rights for it, make just a few tweaks that make it perfect and you have yourself another awesome skin that will make all the monies. Who else agrees?

There is quite literally nothing good about this. You are asking Riot to fund this guys copy and paste job. Do you really think Riot would invest resources and time into something like this? Just because your favorite YouTuber thinks it's good, doesn't mean that I do, nor the people who've stopped to read the thread. Where's the concept art? Where's the original model and effects? How would Draven's personality even fit with the theme? Hell, where's the animation work for the spinning axes? Whoever made this has very little talent.
There's good looking community skins, such as Void Fizz and Blood Moon Yasuo, and then there's bad copy paste jobs.
This is one of the latter.
