Kog'Maw is the same race as Skaarl
Is it possible that 
is a Drakalops like Skaarl who was possibly corrupted by the void like the Rift Herald is a corrupted scuttle crab? This could explain why the two look so similar.

Doubt it. Kog'maw is implied to be in his larval state,meaning that he will likely look completely different when he is grown up.
As much as I'd like for this to be true, just remember Kog has arms skaarl doesn't. Also kog manifested in icathia which is far different from skaarls origin from early noxian territory.
Skaaarl is invincible. Kog is the squishiest hero in the fkn game. Skaaarl runs fast. Kog doesnt.
While it could be a case of corruption. Like kassadin or malz, I think Kog is just a void creature
