Why chroma packs dont have splasharts?

Well, I just bought Zac Sweet Chroma Pack and I though the splashart would be the same Zac splashart but in other colors but it`s just the in game model in the chroma pack colors, I wonder why. Cant Riot make the chroma packs splasharts the basic champion splasharts but with the chroma colors?

I don't think the color swapping is a good idea, but I'd prefer the chroma's be noted like the skins as you are loading in game, so that way its not like

"Wait, wtf, why is fizz red? Where did the blue bard come from?"

That way players know what to expect coming in.

Personally I'd rather the resources be spent on refinishing older splash arts since, in all honesty, they're primarily color swaps.
