New Legendary Skin Standards

I've read through Zeanix's thread about older champions deserving Legendary skins than the most recent champions, and after thinking about it, I highly agree.

Let's go over the champions that earned Legendary skins.

Zed got his Legendary to match with the Odyssey skins (Galaxy Zed). He's been in LoL since 2012 and hasn't received one since his launch. It's refreshing to see him finally get one after all this time.

Pyke got his Legendary Project skin, but it doesn't feel warranted, like it felt too soon. Odyssey Kayn's an exception because Riot genuinely felt he'd fit perfectly for the Odyssey skin-line, and he does! Not only that, but Odyssey Kayn got NEW ANIMATIONS, unlike PROJECT: Pyke. So Riot shouldn't be making this excuse when Kayn got a Legendary skin a year later with the full package. Also my initial thought when I heard Warwick's getting a skin is that there's a chance that Warwick's finally getting a Legendary skin, but no. It's Pyke.

Star Guardian Xayah & Rakan has already gotten a lot of flack because of how it felt undeserving. People have already complained that older champions should've guaranteed that spot, but Riot seems to be focused too much on them that they kinda forgot others existed.

So... what does this have to do with anything?

Xayah and Rakan were released in 2017, while Pyke was released last year and they all got Legendaries. The reactions of them getting Legendary skins so soon are from mixed to negative reception. There are opportunities for other champions to shine with new VOs, VFX, SFX, and new animations, but instead Riot goes for favorites and granted "recent" champions Legendaries.

I personally believe that Riot has forgotten what makes Legendary skins "legendary" and what champion qualifies for one.

So here's the new standards for champions getting Legendary skins should be among the following:

Must not be a recently released champion (Sylas, Qiyana, Neeko, Yuumi).
Must be a champion that's been in the roster for at least 3 years.
Must have at least 4 skins.
Must not be a champion due for a rework (Nocturne, Shyvana, Dr. Mundo, Cho'Gath, Shaco, Volibear, Fiddlesticks, Corki, Udyr).
If the champion's reworked, it must wait for approximately two years to get one. If they already have a Legendary skin, then they're qualified for one but still have to wait (Galio, Nunu & Willump, and Kayle).
Must not be a champion that already has a Legendary skin; exceptions are champions that have more than one Legendary (Legacy) skins back in the early days of LoL (Annie, Twisted Fate, Olaf, and Kog'Maw). Fiddlesticks and Draven are still qualified for a Legendary because those are made for the fans.

Through these will grant older champions a stronger chance to shine out of the fog of obscurity and be brought back into the spotlight. This should also be stricter on which champion deserves to earn a Legendary and not towards favorites. These new standards should give the indication that older champions should deserve a Legendary skin instead of giving it to newer champions that just came out.
