Having unruly hair is far from being attractive. I'm not sure how Ahri is supposed to seduce men with that new hair, strange looking eyes, and completely covered breasts. (The last part can be debated on whether or not it is part of the lore). The neck with shoulders 'seems' completely out of proportion as well. I'm not sure how this is considered 'beautiful'.
Its just a splash art,its not even like her ingame model was updated.
Also she seems to be jumping.Do you expect her hair to remain perfectly in shape while she does that?That would mean her hair has the flexibility of beton,not very sexy(not to mention that unruly hair can be seductive too). Her clothes aren't glued to her breasts anymore,sure she doesn't show as much cleavage as before,but her clothes are far from modest.
Also she is a fox,so why is it so weird for her to have unnatural eyes?Yellow eyes would look strange in general,so you could ask the same about the previous splash "how is she going to seduce someone when she has yellow eyes?"

There is nothing tam about Ahri... having wild half floating hair is perfect for her... I think the face should be a touch more pointed like the old one but I'm happy with it over all.
