Viktor's creations are the Battlecast, not PROJECT. However it could be theorized that the Battlecast could be the reason for the PROJECT initiative to have began in the first place.

Viktor didn't necessarily create the projects,but he might have inspired them.
The project world is implied to be in the same world as the battlecast world,so viktor might have created the tech to turn humans into projects,even if he isn't the one doing it. Aside from that Viktors ideology is pretty much the opposite of the projects. The projects want to remain human even if they were turned into cyborgs,but viktor doesn't care about his humanity and upgrades himself further and further.
Skarner is out searching for suitable templates, and he's got to bring them back somewhere. However I don't think Viktor is directly resposible for the creation of the projects. The main reason this is certain is that Creator Viktor is extremely conceited and as we learned in BC Vel'Koz's release has a thing for specific colours. "the shift to gunmetal and red armor never fails to please my inner aesthete" The only Project that meets this description is Zed, and I doubt the Creator would make anything that didn't appease his inner aesthete.
Well, one of Project: Ashe's quotes is "Join the Resistance", and the 'Resistance' is an actual thing in League's lore, who are the people against Viktor's Glorious Evolution and in extension the Battlecast line.
Maybe Mecha and Battlecast are the 'present-time' mech themes, with Project and Eternum being the respective 'future' themes? Not sure about this as it's pure speculation on my part.
