Descriptions on Champ Skins

To be honest, I am very interested in why skins are specifically made. Is it because of lore? Or is it because Riot just wants to put out a skin for the champ. I usually like reading all of the champion's lores just because i'm bored most of the time and have no one to play with or just nothing to do. Also, Project: VI should be neon pink instead of orange but that's besides the point. I would love Riot to add Lores to skins when you click on the skins tab of the champion.

Another Idea in mind is there are certain champs that need more skins. There are some champs that have been released for a long time that still only have like 2 - 3 skins at most. I'm just putting this out here for skin enthusiasts like me.
