"Golden Chromas require the corresponding base skin to use and each one costs one Golden Revel Token. If you forge the Golden Chroma when you do NOT have the corresponding skin, you will obtain the icon and chroma, but the chroma will not be usable until you’ve unlocked the skin."

So the corresponding base skin (Dragonblade Riven) costs one golden revel token?

No, the corresponding skin is an rp purchase.

They just mean to say that you can unlock the Chroma without having the skin. If you buy the skin later, you'll be able to use the Chroma with it.
