I doubt it; the cannon she wields is likely Yordle made. If you're looking for an example of a Bilgewater hand-cannon, look to a younger Malcolm graves's splash art (a.k.a Cutthroat Graves) and you'll find it, decorated with sea monster iconography.

Tristanas Boomer is like a Bandle City version of the same type of handcanon, smaller for yordles.
Then perhaps a better question is, why does Boomer resemble a handcannon? Bandle City is landlocked as is Piltover. Neither place is famous for using weaponry even remotely resembling cannons.
