The goons shown in Warwick's trailer looks similar to the ones seen in the severed ties comic. Did they just copy their designs a bit, or do all Zaunite criminals wear such masks/design of clothing cause of their city's decaying environment?

Yes. This kind of augmentations are based on what is called 'Chem-tech', and it's quite popular amongst Zaunites (especially thugs and criminals, like you said, such as the Vigilnaut from Ekko: Seconds or Boggin from Warwick: The Wrath of Zaun).
Anyways, as far as I remember, Riot has those internal "guidelines" for designing clothing and architecture based on a place in the narrative, so those augmented characters were probably inspired from each other or possibly from an even earlier concept; That's also why you'd see the same (visual) motifs across similar designs of different characters (and architecture!) from the same region (Say, Nasus, Azir & the Sun Disk of Shurima, or Aurelion Sol, his crown, Mount Targon's emblem and Taric's in-game VFX, etc ). :P
