Why won't LoL make Sherwood Ashe hair blonde when playing that skin in game.And, people waste their riot points for it.She looks like an elf, dressed all green.Do they hear peoples voices?

It does feel like false advertising if it shows blonde hair in the shop's picture but in game she has white hair. Hopefully they care enough to change it to the right color one day. I think that would be a simple enough thing to do just a basic recoloring.
Same with Queen Ashe. In the splash art she clearly gas blue cotton candy hair. in game she has like gray pocket lint hair
