Xin'Zaho skin, with chroma? Really?

Why does a champ who has a play ratio so low (and never appears in competitive) deserve such a good skin with chromas on release, and some fighter/tanks like: SHEN (who doesnt have a 1350 rp or higher skin, who doesnt get a skin since more than 4 years, even after the rework, even with all the games he saw in competitive, who has the worst bloodmoon, without a recall animation), Renekton (who doesnt have a 1350 rp or higher skin, who doesnt get a skin since 2 year, except the ugly SKT T1, that doesnt count, as riot said that competitive skin do not lower the "champion skin priority"), Irelia (who doesnt have a 1350 rp or higher skin, who doesnt get a skin since 2 year). Just feels so bad watching xin getting another 1350 or 975 well done with chromas aswell, and aswell another 1350 or even 1820 for zyra (that tbh i think deserves).
