I think the opener is talking about the mysterious thief called C who is mentioned in Caitlyns Lore and it is pretty unlikely that Jinx is C,because she isn't sneaky at all and more of an anarchist.

Except for the fact that Jinx's sister is Vi....who works for Caitlyn. One of the LCS casters either admittedly or accidently copped to this fact a week or two ago during one of the broadcasts.
