When can I expect to see Shen's splash update?

There's no real way to tell. I don't want to speak for Riot's splash artists, but from looking at all the updated splashes we've had from late 2013 to now, they seem to do what comes, as if there's a big list and they just pick and choose from said list. No schedule per say other than it's high priority to get them all done. I'd personally say Shen's got a good chance of getting done before 2015, or early 2015 at the latest. Might be wrong though, I dunno.

Depends a bit on how far his TU/VU is away. If it is close,he'll probably get a splash alongside that,otherwise he would be among the next few patches.
