Kled's may not be Noxian. He just killed a ton of Noxian soldiers referred to as "trespassers". Everything else looks fairly accurate, though, and I could see him as a Jungler.
Of course, they could be deserters or something, we don't know much yet. A lot still up in the air with this guy, but I'm glad we finally got a mounted champ. The lizard rules.
