What kind of champions will have chance to receive new skins?

Balanced? Champions who lack of good quality skin? Champions without rework plan? Hot champions? What are the rules of making new skins? If there are any rules that Rito is following...I want to use them to know which champions are having chance to get new skin Sorry for my poor English xD

Everybody and anybody is eligible for a new skin providing they haven't had one too recently. The only time a champion is excluded from new skins is when they're going to be reworked in some form.
