[Preferrably Red] Jhin the virtuoso and how he became part of the League of Legends

If he were to have a league judgment, what do you think it would be like?

Why did League judgments stop being made for champions? I personally think they added a LOT of depth and personality to most of the older champions, as well as providing insight to the League, their reasoning for including a person in the League and breathing life into the world of Valoran as a whole.

Could a Rioter write a short (obviously unofficial) League judgment for Jhin in their spare time? Or at least give some details on the League's views on criminals (such as Twitch) joining the League? How were these found, and how were they recruited? (or in some cases, forcibly incorporated into the League?)
